The Honourable Senator Kirby presented the following petition:

From Canadian Association of Insurance and Financial Advisors and The Canadian Association of Financial Planners, of the City of Toronto, in the Province of Ontario; praying for the passage of an Act to amalgamate and continue in existence as one corporation under the name The Financial Advisors Association of Canada or such other name as is acceptable to the Parliament of Canada.

Resuming debate on the motion of the Honourable Senator Jaffer, seconded by the Honourable Senator LaPierre, for the third reading of Bill C-10B, An Act to amend the Criminal Code (cruelty to animals), as amended.

The Bill, as amended, was then read the third time and passed, on division.

Ordered, That a Message be sent to the House of Commons to acquaint that House that the Senate have passed this Bill, with certain amendments, to which they desire their concurrence.

Second reading of Bill C-28, An Act to implement certain provisions of the budget tabled in Parliament on February 18, 2003.

The Honourable Senator Carstairs, P.C., moved, seconded by the Honourable Senator Robichaud, P.C., that the Bill be read the second time.

After debate,

The Honourable Senator Stratton for the Honourable Senator Bolduc moved, seconded by the Honourable Senator St. Germain, P.C., that further debate on the motion be adjourned until the next sitting.
